We are running website www.hatsfromoz.com.au
Recently, we acquired domain name www.fascinators.com.au that is very relevant to our products.
At the moment, both sites are exactly same (run from same database). All content is duplicated, so really I have two sites that are same, just have different URL.
(in fact I have more than 2, we also have US, UK, IE and NZ version of www.hatsfromoz.com.au, but this seem to be OK with Google)
How do I tell Google that both sites are mine? Is there a potential I can be penalised for duplicate content?
Any thoughts/links on the matter are greatly appreciated.

Yes, you can certainly be penalized for both.
First, you should not have multiple domain names even point to the same site. If you get to the same site via different URLs, and those URLs are shown in your browser's address bar, then you have problems of duplicate content from googles point of view.
The first thing you have to do is select one domain name as the site's primary domain. Then, any other domain name have to be *redirected* to the primary domain name. So, what happens is, a user can type in a secondary domain name and get to your site, but it will be done through a redirection. You'll know if this is happening for your site because you'll only see the primary domain name in the browser's address bar regardless of what address was entered.
How redirection is setup varies from one web server to another. Also, how you set it up depends on how, who you manage those domains.
As you say, the above may not apply to different domain names distinquished by just a country extension.
Once you have the redirction working, you have to go to Google's Webmaster tools and report that the domain address are redirected.
Then file a reconsideration request with google when above is all done so that you can get any penalties removed for duplicate content.
