I noticed this turkish hacker trying to get in my site about 3 hours ago and I have the htaccess mod from the sticky that is supposed to ban the entire country of turkey. My curiosity is why it is not working and how I can make it work.
My file is in the proper area.

I'm no .htaccess guru, but it looks to me like the .htaccess file is in the /osCommerce folder.
The visitor is looking for files in the / (root) folder.
I don't think .htaccess works on folders "upstream".

If I suggest you edit any file(s) make a backup first - I'm not perfect and neither are you.

.htaccess usually has 644 permissions, sometimes 604
Perhaps you don't have the .htaccess file set up correctly ?

and the banned turky list shows most ips are not in turky?
