Greetings! I have the Fedex module installed, configured with my Fedex credentials, and it returns rates. No matter which rate I choose, when I click on Continue to select the preferred payment method, it just comes back to the same rate page.
Without the Fedex module enabled, it goes correctly to PayPal, but of course there is no addition for shipping cost.
Any ideas?

check the shipping in order totals (you need to go to osc admin panel --> Modules --> Order Total) to check if it's enable.
or probably peace of code missing from your PayPal module, information about the shipping cost.
