I had someone purchase something on my website however, I did not receive any payment in paypal. They are claiming that when they went to pay the page froze and went all white then they refreshed it but not once did they log in to paypal. The email i got from the shop was that the payment had been made by paypal so i posted out the goods. A few weeks later i noticed I had not had any payment. What i want to know what do i do now, do they legally have to pay? im not talking about a massive amount of money (under £150)

Yes they have to pay and notify paypal to, that they claimed to make a payment on their paypal account and they did not maybe they have tried this before.
Do you have the ip adress loger added to your store that record ip address on checkout, cause i think they might have hacked

If these are scammers, they will not discuss this matter to Paypal because
they know that no transactions occurred in paypal's systems.
If someone claims that they already paid, check your paypal account. If the funds are there, ship it. If not, then don't.
Since you already posted the goods, hopefully they're honest enough to pay you. If not, then it's coming out of your pocket.
