Hi Everyone.
I'm starting a jewelery store in the UK and I will be using Paypal exclusively for the payment side of things.
Will the site need a secure certificate, by law, top operate or because the payment side fo things are handled on paypal would that cut the need for it?
Are there any other laws I should consider?

yes you will need the SSL to secure the client personal information & your client will be more confident about submitting the information on your website.

Shobs, you do not need to have SSL by law.
What you do need is awareness of;
Data Protection Act
Discrimination Disability Act
EU directive on unfair commercial practices
and so on. You already know this

Please don't take this the wrong way, but where does it say that this is definetly the case?
The reason I ask is that I want to be able to say to my clients, "here is the source that provide me with that information" - do you know what UK government department would list this on a Web site?

Personall expirience, client are more trust submit their personal datails (address, telephone number) / data in secure connection (https).

if you are actually in the UK then googling Business Link and have a good read on in particular the section of eCommerce. also googling 'distance selling regulation' where teh office of fair trading would give you official advice on trading on the internet.

What personal data are you collecting. The data protection act of 1998 states that you must take steps to secure the data if it is personal.
Personal data does not include name, address and (i believe) phone number as all that can be obtained from the public domain. Therefore, of that is all you are collecting a SSL would not be required.
If you are collecting more personal data then a SSL would be required.
You can read up about the DPA 1998 on the information commissioners website, (a quick google).
Also, its worth noting that if you are collecting personal data that you will have to register with the information commissioner.
