While it is early to know what the final outcome might be of all of this, the worst-case is that somehow states find ( or make ) loopholes that would require the operators of shopping sites, collect sales taxes on orders shipped to their states.
This would obviously require a means for the site operator to know the current sales tax in multiple jurisdictions ( around 7,500 at this time ) and collect the correct tax for orders shipped to that location. This is the expected software part.
If some alternative is created whereby the seller does not have to collect the tax, but instead submit a report to each state with the buyers so they can be contacted to pay their sales tax, that would become yet another software matter to solve.
While it is currently speculation as to what will happen ( hopefully they lose and life goes on ) are there any developers looking for possible solutions yet?
I'll not get into the actual paperwork aspect as that would depend upon each state's reporting requirements.
