VAT in Ireland

I am going to import accessories from outside the EU and going to sell them online. I am a PAYE worker and this will be a small part time venture...

Is is true you only need to charge VAT on goods sold online when your sales reach euro 70,000 ?
I was reading the article below...

Also in the same article it talks about "VAT is payable at the point of importation". I got some sample goods mailed to my house from my suppier and these were not stopped by customs. If goods pass customs like this how can I pay the customs what is due to keep things legal?
