sales tax for multiple states

because some states are now requiring sales tax to be paid on purchases even though the website/store is located in a different state, I have been trying to set up sales tax zones for various states...all are under taxable goods...

 

works okay as long as the shipping address is in the same state as the billing address, meaning the correct state's sales tax is added to the order total...the problem I am having is when the shipping address is to a different state that is also configured as a sales tax zone...then the tax in the order total is the sum of the sales tax for both states...so if the store is located in California and the billing address is in CA, and the shipping address is in say Colorado which has been configured as a sales tax zone, then the tax calculated and shown in checkout is the sum of the two sales taxes, when it should just be the CA sales tax.

 

there is no straightforward way I can see to limit the tax to just the billing state...I have done the trick to make the sales tax be based on the billing address but so far cannot figure out how to isolate the tax to the billing state if the shipping state is also configured as a taxable goods sales tax zone...there is nothing in the tax rate table to tie the rate to a state zone id...maybe that is the only way i can solve this, by adding a state zone id column to the tax rate table...anyone else dealt with this issue successfully?

The billing state should never enter into it. It's always shipping address. Only if you have a purely digital download (virtual) order with no physical shipping address would you use the billing address for taxes (i.e., use the billing address as the shipping address).
