Quite an old thread, but for anyone based in the UK reading this, let me briefly explain about these two types of insurance.

Professional Indemnity Insurance [ESSENTIAL] - if someone decides to sue you because you mis-used their data, sold them something dodgy, or you infringed on someone's intellectual property rights etc., then this insurance will cover you.

Public Liability Insurance [OPTIONAL] - should be considered if members of the public, clients or customers visit your premises. If you run a home-business, and customers sometimes visit you there, public liability cover might also be a good idea.

As I run my business from home (web designer) and my clients on occasion visit me, I have both types of insurance which covers me for a stupidly large sum of money.

You probably need extra cover if you are selling physical goods for example, and you should also check with the Valuation Office in case you need to pay business rates on part of your home.
