like federal tax license or something?

I guess you will get all sorts of answers to a question such as this. Perhaps some will be of value, while others are not (ie. this one).
It might help if you specified:
-What country and or state you live in.
-What are you trying to sell (you need a special license to sell alcohol - in the states).

Go to your local Chamber of Commerce.
I'm sure they have the answer.

Go to your state web site. There should be a section about starting a business. From there, you can figure out if any of the licenses apply to you.
If you are selling tangible items, I want to say yes- you have to have a business license, occupational license, tax id, etc.
Follow Mattice's advise, call your local chamber of commerce, they will be the friendliest in helping you
ps....I just went though all of this for my business. (I am in Florida and the laws can be quite different, but then again, quite the same
)
