How do i change permisions to modify configure.php

Hi,
I am working with sts_template and am wondering how can i change permissions to modify configure.php file. Right now it says r----- only. :(

You can change your permissions using your ftp program or the file manager in your hosting control panel.

If you are on a windows server you may not be able to change your permissions, you may need to get your host to do it for you.
