Hey Pro's and Experts,

I need some help.
Im trying to get shipping setup that is only applicable to All Zones Except one.
Currentlly we only have shipping available to Australian Customers.
In oscommerce I have each state set up as a seperate Zone.

How can I set up Flat Rate Shipping for every State (zone) except one ? (where the one state I dont want any shipping charges at all)

PLEASE HELP !

Ive installed the module BUT I still cant figure out what needs to be configured.
Im now able to set different flat rates for different countries, but I need to set a flat rate for different states.

We only ship to Australia. So Australia is the only Country that I have set.
I have zones (states/ Provinces) set up as listed:

New South Wales NSW
Victoria VIC
Queensland QLD
Tasmania TAS
Western Australia WA
South Australia SA
Northern Territory NT
Australian Capitol Territory ACT

I need a Flat fee of $35.00 for All states above EXCEPT NSW where I need NO Shipping Charges

PLEASE HELP !
