USPS error

I can't get a connection to the usps api. I get this error back when I debug:
response from server is:

SolServer.Rate_RespondMissing Package element

any one got ideas? This is racking my brain.

I just re installed the files and it started working.. Guess one of them was corrupted or I left one out.
