A protective mod for payments worthwhile ?

I am thinking about a protective mod for payments but I am not sure if it’s necessary.

The problem is (as I understand it) paypal only protect sellers, “in the US to US customers” and ‘in the UK to UK customers”, but we are a European company selling though out Europe. Further I wonder what the sellers risk is, with respect to “stolen accounts” presumably these would results in callbacks. Are these fears real ?

Assuming they are ( and I would like feed back in that. ) My proposal would be to set a limit on payment modules. How about a per transaction limit, per month cumulative limit and per customer override (know trusted customers). Different modules could have different limits and modules could be set to allow, or not, “per customer overrides”.

Is this a realistic proposition of is it all paranoia and I am wasting my time?
